DPM Phumtham Provides clarification on the Scope of MOU 44 during Security Discussions

BANGKOK (NBT WORLD) – Concerns surrounding the 2001 Memorandum of Understanding (MOU) between Thailand and Cambodia, known as “MOU 44,” have been addressed. 
The agreement pertains specifically to overlapping continental shelf claims and does not cover territorial issues related to Koh Kood, which remains under Thai sovereignty according to the 1907 treaty between France and Siam.
Deputy Prime Minister Phumtham Wechayachai clarified MOU 44 during a recent meeting with the Senate Committee on Military and State Security. He emphasized that the MOU strictly separates boundary discussions from resource-sharing agreements, requiring that any resolutions must gain mutual consent from citizens and legislative bodies of both nations, in accordance with international maritime law. Phumtham noted that formal discussions under these procedures have not yet begun.
He underscored that the MOU serves as a peaceful framework for managing complex boundary issues, following standard practices among countries with overlapping claims. During a recent visit to Koh Kood, Phumtham instructed the Royal Thai Navy to uphold Thailand’s sovereignty and advised against inciting unnecessary public concern, as it could harm national interests.
In further discussions with the committee, Phumtham confirmed the military’s preparedness to address emerging challenges, including natural disasters and new diseases, by leveraging the armed forces’ capabilities. 
He highlighted enhanced border security measures to counter human-induced threats and reiterated the government’s commitment to improving welfare for military personnel at all levels, including veterans. Additionally, he emphasized the aim to improve the quality of life for conscripts as the military shifts toward a voluntary enlistment system.
